This one was tough, but at least I worked out some new techniques (well new for me!) in the process.
It was all a bit experimental - I started by using the dust and scratches filter on the Blue and Red Channels, selecting the area with the spots only (and masking out the eyes and clothing etc)
That removed some of the worst of the spots, but still left a lot on the clothes and faces. I then used the new trick I've learned - Clone stamp set to colour. This was very good at removing the spots on the clothing etc.
I cropped the photo a bit to make it more centred, and used the colour clone stamp on the bottom edge as well to remove the frame line. I also used lighten where needed.
A little bit of dirt removal using heal, and some colour adjustments as well.
I removed the yellow spot from the little girls tooth, and the yellow streak across the photo (clone stamp again)
I adjusted contrast and brightness, with a gradient layer mask set to concentrate the effect on the upper part of the picture.
I tried to remove the paper pattern with Neat Image, and also used a very light USM.
I had some problems with colour noise - I think maybe because the clone stamp technique I was using and had some colour solarising going on. A run through with the Photoshop noise filter set to remove colour noise fixed that.
Hmmm.. I think that's it! It was quit a complex restore! I'm not completely happy with the colour, but don't want to spend too much time on it, as I've already put in 2 hours!

You brought back some detail nicely, and got rid of the noise. The color looks like it needs a little more adjusting. I'm seeing a lavender glow on the kids hair and skin.
