Sakat, your Mother was very pretty, and this is what I did to restore her photograph:
Fixed the bottom of her outfit with cloning, and removed some marks
Cleaned up the marks on her face with cloning
Cleaned up her hair with extensive cloning, and added some highlights with a soft very small brush with low opacity on a separate layer
Used a curves layer to create better contrast in her eyes, hair and face
Created a slightly feathered selection of the woman
Created a new layer and used a gray radial gradient for a new background
Copied the woman to a new layer on top of the new background
On a new merged layer, applied a glaussian blur with a hide all mask, and with a low opacity smooth brush painted in smoothness on her face and neck
I may do a colorized version if I get the time.

Nice one aj ........love the facial tones. Don't bother colourising, this is cool as it is (y) .

Nicely sculpted physiognomy indeed - quite impressive.
I would haved added a wee bit soft grain texture to her cheeks and forehead, but perhaps my monitor is on the bright side. (And who's talking.. I have an entry here as well and I burned out most surface of her face)
