First, desaturate image.
Used healing brush for cleanup.
Enhance features of younger subject.
Used blur tool, alot.
Repaired background with layer duplication, eraser, and blur tool.
Used brighten and contrast.
Used color balance.
Added design to younger subjects dress.
Color dodge to ruffles.
Made additional adjustments where needed.
Desaturated again.
And tint.

i do like the colour, but a couple of picks, one legs looks quite straight and unnatural, and I'd think that a bit of sharpening would have helped a bit, nice cropping there too, yes i found the shoe a hard place to visit too

I have a very similar photo of my mudder and her sister. I touched it up; sharpened, cropped, fixed the contrast, etc.
