Hi, this is my first challenge, so I hope I've uploaded this correctly.
To get it to where it is now, I:
1. Ran it through Neat Image
2. desaturated it using a channel mixer adjustment layer
3. produced the sepia effect with a HSL adj. layer
4. Did a lot of cloning around the smaller girl's leg, body & dress
5. fixed up the older girls dress with apatch, and burnt it in
6. cloned, dodged & burned the shoes
7. did a general tidy up.
It takes a lot longer than you think it will, but I've definitely got the bug!

I like the work you did on the shoes and legs of each subject. The hands of the younger child was a difficult area. You pulled it in pretty good. Good job.

Thanks very much for the kind replies.
I've just looked at the original again and realised that the older girl's left hand was holding the side of the younger girl. The top of the hand is at chest height, it's drooping down, and seems to be holding the wrist of the other girl. I think I'll leave it there tho!

Great work on this really tough restoration Jason,
The girls faces and dresses look great.
You've done a terrific job with the legs and bottom half of this photo.
Glad you've got the restoration bug. Gee, there looks a lot of work in this one.
Matt
