I don’t know if this works or not, but here goes.
Duplicated the Image.
Selected Filter > Artistic > Sponge > options … Brush Size 2, Definition 7 and Smoothness 2.
And that’s it.

Sponge is a filter I don't really use. Gave you good/fast results here though, so I'm gonna try it more often. Thanks for the tip!

I agree with Phyllis. Didn't really used the sponge much but I like the cool effect you got with it.
