This is an older challenge that I recently looked at and decided to give it a try.
I increased the contrast and corrected the color cast by using curves. I shouldn't have had to do much smoothing of the skin but I found I had to do a little -- probably due to the corrections for the lighting. I used a minimal amount of light blur as the image was already softer than I would have liked. The double catch light was distracting so I made it single. Fixed up some distracting areas in the background and rotated and cropped for impact.
I don't care for the excessive makeup effects you often see with baby pagent type photos so I didn't add any. I thought this was a beautiful baby as is.

I really like the size and the crop you've done.... it brings you into the picture and is more interesting this way...... I agree she is a beautiful baby naturally!
