- smoothed the skin by selcting the skin with color range and then used surface blur with low opacity
- added back some skin texture by adding a bit of noise and using displacement map to make it "fit"
- copied the area of the skin with freckles from the original, put it on a layer above the smooth skin set to darken. Used Blend if to get only the freckles back
- dodged the iris on the right side a bit, also dodged the bottom lip on a separate layer
- burned in the area around the eyes because the soft glow that will follow would lighten it too much for my taste
- reshaped the upper lip in liquify
- added a layer to dodge and burn the hair a bit
- duplicated the image twice set to separate darken and lighten layers with a gaussian blur to get the soft glow
- grouped the two layers and duplicated the group
- set the bottom group to screen, the top to overlay and finetuned it to get a very light look but still keeping contrast
- used a new layer set to multiply to blend out the hair with a couple of gradients (also set to multiply), followed by some brush strokes to refine the blending
- duplicated the image. Converted to Lab mode and sharpened the L channel. Copied the L channel to the original and set the blendmode to Luminosity
- selectively sharpend some areas a bit more
- finally some minor adjustments using curves
