Took a simple route, cropped closely, extracted baby added a solid blue background to which I placed some bubbles from a tube randomly, masked the baby layer, then merged all.
Ran virtual photographer, I think it was "dreamy" setting, soft effect.

Actually it didn't compress well, my working copy looks better.. but the baby is still cute
