Had a difficult time getting the color band on the right side to match the rest of the pic as far as sat and color, so did the only thing left, chop it off!
Several color and saturation blend layers, still seemed to retain a red/pink feel to the dress so I added an airbrushed white color layer over the dress, cleaned the edges and reduce the opacity to about 20% then merged down, I found t a bit easier after that to adjust other areas of this photo's colors.
