Steps, well this was a poor photo of my daughter to begin with, so that lovely blur is highly natural and courtesy of a 1.3mp camera, at night.
Mostly, I used liquify for the eyes, and then put Xanthe in a stock photo of a field.
Then, I cheated I used an action called gothic glow (not that you can see it now) and also ran virtual photographer using 'reminiscing' option which is b&w. Once done I coloured, and here you have it, beginner keane.
