This is my attempt.
Used two different channel mixer layers and masked the bottom on one. That allowed me to choose a good mix for the foreground whilst using only the red channel for the sky (the only channel with any sky detail).
This left me with a bit of blocking in the sky which I corrected with gaussian blur.
Added a curves layer to darken some of the midtones and give it a bit more contrast.
I still felt that it needed a little something else so I used sharpening to give the whole image a rougher texture.
