Fun image to work with.
I must say she looked pretty damn good to start with, so I definately dont see this as an improvement just a different perspective.
Made a big selection of the freckle area and copied it to a new layer.
Cloned skin lightly.
Unsharp masked the eyes.
Changed eye colour to a more vivid green.
Added eyeshadow upper and lower
Darkened eye area slightly
Added eyeliner to bottom of eye by selecting a darker area of the top of eye and flipping / skewing.
Changed lipstick colour and smoothed out lips.
Added a few freckles as a few were lost.
Desaturated and darkened hair. Tried to keep some detail but failed.
Added highlight to front of hair.

Nice: I would never of thought to using a two tone hair approach work nice with the green eyes. I need to practice my skills on eye makeup everyone else has done a great job of theirs

Thanks nomisd. Im a sucker for black hair, and just added the two tone for something different. The eyes were the most enjoyable part to do. I have never really done any retouching like this before as I come from a restoration background, so it was a matter of trial and error as to what I thought looked good makeup wise.

I like the eyeshadow, but I think you lost some details on the lips. As for the hair, I think you could get something out of this tutorial:
