To make a Clown.
First, as always, have a goo large high quality pic to star with.
In this case, you have to look for a very detailed picture, with pores and hair, very sharp.
An expresion in the face may help too.
Now, this is a little secret of mine to make the skin seem like painted, first you make a soft selection of the face and pasted in a new layer.
Load the same selection and painted wite in another layer (put it above the other one).
Bring down the saturation just a little and unsharp mask (about... 50%) in the the cut out face, and blend the wite face layer in Overlay mode around 40% opasity.
Then copy/paste the eyes an mouth on a new layer above.
Now, You have to think of a design for the face.
Working with Blak is easier.
make a hart shape with the pen (for example) and paint it black in a new layer. ok? Now put that layer in overlay (100%) and copy the layer a cuple of time, see what happens? the blak start to apear, without loosing the lighting in the original image.
in that way you keep ddrawing the design in the face.
Now... for the other thing, like baloons. One thing is to make them like real baloons, seetrough! ok, for this one, you select the baloons copy them into a new layer, overlay blend the layer and make another copy, this one in multiply (about 30 % opasity) and You're DONE.

How lovely. As photographers/artists (at least speaking for myself) every once in a while I find an image and say "damit" I wish I had created that". This is one of those images for me. Such a melancholy mood takes me when I see it. I am jealous. Excellent work.
