I wasn't crazy about the 'drawn' look of my first attempt, so I decided to try again.

1. Copied section of bottom and layered to fill in bottom left corner.
2. Crated multiple Levels layers using different blend modes of Linear Burn, Darken, and normal. Applied masking to control areas tonal values.
3. Copied the heads areas and layered using Linear burn and Darken modes. Again used masks to control tones.
4. Applied a Levels layer with Linear Burn. I masked out almost all of the picture except the gent on the left. I was trying to pull out his face to a level equal to the rest of the photo.
5. Brightness/Contrast layer
6. Created a composit layer of all work so far.
7. Created a 50% Gray Color Fill layer in Overlay mode. Used brush tool with black/white to burn and dodge areas of the photo.
8. Used Healing brush/Spot healing brush to blend areas as needed.
9. Enlarged the canvas width.
10. Copied the right arm and rock area, created a new layer with the content, flipped it, and moved it to the left for the missing arm and leg of the left gent.
11. Used Healing tools to blend the seam of new layer with existing gent.
12. Finally added Hue/Saturation layer to colorize to a sepia tone.
