I don't know if this qualifies as a hed cut but here goes.
Used a free plugin called retro dots to reate the dots on a new layer.
These looked too regular so distorted them with the wave filter. Used this as a mask, desaturated and slightly blurred.
The dots look a little pixlated at this res, they look a lot different before resizing to post.
