Retouch Challenge #20
Duplicate Image.
Layers > New > Adjustment Layer > Levels … (12,1.24,229)
Filter > Noise > Dust & Scratches … R =4.0, T=16.0
Selected Hat, Eyes, Hair, Face & Neck, Shirt and Background separately and put them in their own layer by Layer > New > Layer Via Copy.
Made each layer Active and filled that layer with the desired color … from the color picker … by using Edit > Fill > Use = foreground color, Opacity = 100%, Mode = Color and click Persevere Transparency. Then adjusted opacity to the desired value.
Finally went into the eye, face & neck and shirt layers to do additional color work.
Flattened image and quit.

The skin tone looks all right but it's hard to see any detail because it appears that you saved the file with too much jpeg compression or worked on a low res version and lost detail in the blotchy pixels that resulted (did you download the larger image or just the sample size?). I suggest working on the biggest file possible then shrinking the size a bit if you need to get it under 200K, rather than sacrificing pixel quality by over-compressing.

I likes both the skin coloration and the uniform colour which is a bit different to most people's. But the problem you've got is with the JPEG artefacts (too much compression?), which in particular make his right eye look wonky!

I see what they mean. Boy it sure would be nice if we had unlimited space for full size pics but I guess we have to live with some difficulties. I think it looks pretty good minus the compression problems. Good work Don.
