Desaturated the image and created duplicate layer. Adjusted levels and curves of duplicate layer. Selected darker areas from original layer and merged with duplicated layer to avoid dodging darker areas. Create a new layer and applied soft glow effect. Overlayed on top of layer using Lighten at 60%. Merged Layers. Used burn tool to create clouds. Adjusted color balance (reds and yellows) to create sepia/b&w color.
