I spent a while looking at the original. The 'leaves' on the girl's dress seemed to be painted on - so I cloned those out. Then I spent some time looking at the curly structure to the right of her ear that had been coloured as an earring. To me it looked more like the edge of a bow..and there was a matching colouration on the other side of her head - so bow it was.
Basically lots of cloning and then converting to CMYK to add in the colour via curves.
Smoothed out the finished result and did a few cloned corrections.
Left hand side of her face needs a little more work...its a bit mottled at the moment.
