Used Gimp2
Channel Mixer, monochrome and tweeked the channel values.
Transparent layer, mode Soft Light. Painted with white and black to dodge/burn.
Flattened
Copy layer, marked frame with much feather. Deleted center and put layer mode to multiply and reduced opacity for vignette effect.
Reduced size.
