I wanted to keep neutral, but somewhat to the blue side for under water feeling.....
Curve for color with color mode.
channel blend, G and B for detail
Go to LAB,
Color boost, sharpening, with K mask.
Back to RGB.
more channel blending ,and color tweak,
Burn/dodge, local sharpening.
