It has been awhile since I tried one of the challenges. I enjoyed doing it.

I used neat image to remove most of the texture from the image.

Selected the dark area on the left side of her face and used a curves layer to remove the stain, followed with some blending.

Used stamp tool and healing brush to remove the rust spots

Selected the background and used Gaussian blur filter to hide problems in this area

Used channel mixer to convert to B&W then hand colored the image

Total time 90 min

Good job on the coloring... this picture is of my wife and she had informed me that after I finished coloring it that the buttons were white as you have it. Who would ever know that she would remember a dress from 43 years ago... I can't remember where I put the car keys an hour ago.

I got to download the plug-In Neat Image... Looks like it does a good job in removing the honeycomb texture.
