A combo of sharpening, levels, channel mixing and some selective blurring using layer masks and channel toning was used to create this retouch. A little hue and saturation on the cyans to finish to kill off the worst of the blue bubble reflections.

Very nice but, I feel that the image is now a little surreal as the diver in the foreground is a little too clear. Although, I do like the image improvements that you made and the clarity of the image but, some how it doesn't seem realistic of an underwater photo.
Still, you did a great job of cleaning up the overcast considering that the original image has no information in the red channel other than the bubbles and some PPI reduction artifacts.
One thing that I have always wondered about doing retouch and restoration was, where is the point of enough is enough to achieve the necessary results? When one has the skills and the knowledge to go beyond, one tends to do so.
