Using Photoshop 5.5
I love this picture, first of all, I think it's so captivating. Since I don't have a tablet, I wasn't sure I'd come up with anything that had that painterly feel. I got to the point that I've submitted here, and liked it, but kept wanting to take it to the next step. I really just kept mucking it up royally so I let it be.
Technique:
Duplicated the original layer and applied layer mode of SCREEN at 100%
Merge the two layers onto a new layer
Applied filter, PAINT DAUBS
BRUSH SIZE = 24
SHARPNESS = 11
SHAPE = Light Round
Applied layer mode of LUMINOSITY to this layer
Using 3 x 3 sample of a dark area, drew in basic eye shape with a wet edged brush.
Using 3 x 3 sample of almost white area, painted in whites of eyes with same brush.
That's all.
