I originally made two different layers, one of some rough brush strokes and one with a big overlay of part of a celtic brush over a black background. Made a couple of layer copies of the rough strokes and added a lot of noise to one and upped the colour range and embossed the other then did a gradient overlay.
I copied part of the textured layer and sized it to give me a smaller square then pasted it back in 4 times to the same layer to give the smaller squares. I embossed these and added a small amount of centred inner glow and a dropped shadow and used a lense flare to add a highlight to each one (it seemed like a good idea at the time, but I'm not so sure now!) and a bright red fine line of outer glow. The background still looked a bit flat so I copied one of the layers again, took out some sections then added a little shadow.
I had loads of fun playing about with this challenge and it's fascinating to see how others have interpreted the description.
