Got a start on this one with a channel-by-channel levels adjustment. Then used Select>Color Range on a contrast-enhanced version to make a mask for the damaged areas. Once that was done I used a B/W adjustment layer in luminosity mode, adjusting the sliders until the damage was the same luminosity as the rest of the image. To me that makes it easier to get a rough color match between the two. After that it was many, many layers of color adjustment and re-adjustment on selected parts, Flora style.
Once I had a rough color correction, I tackled the woman's arm, which by then was more or less the right tone but horribly spotted. Made a new layer of the image and Gaussian-blurred it (a lot) until the spots didn't show, added a hide-all mask, and revealed the arm by painting the mask white there. Then lowered the opacity of that layer just a scosh and adjusted the arm color to match her other skin tones.
Before the last round of color tweaking I used a couple of passes with Noise Ninja to subdue the paper texture. The texture was particularly stubborn in the damaged areas, and I didn't get rid of it completely 'cause I got tired of fussing with it.
After the last round of color tweaks, I did a mild hiraloam sharpen and added a noise layer.
