I started out giving Swampy's drawing technique a try: (Thanks, Swampy!) Duplicated bkgr layer, converted to grayscale, duplicated the grayscale layer and inverted, setting blend mode to color dodge. Filter/Other/Minimum. Merged this layer down and changed blend mode to luminosity to allow original color to show through. From there I experimented with the smudge tool, blurred some areas, posterized some edges, lightened bkgr with curves adjustment layer. I also had fun trying out some eyelash brushes and also using liquify to enlarge eyes slightly.
