New layer render clouds.
Add noise 10%
Set blend Linear Burn 50%
Stamp visible apply Dry Brush.
Use marque to set size of squares. Control J. Duplicate 3 times.
Apply curve to lighten squares.
Add noise
Add drop shadow
That is about it.
