I first used a curves adjustment on it.
Then cropped the edges in to the main picture.
I copied the blue channel. To bring some more detail.
Then I used the clone stamp to fill in the torn edges and miscellaneous spots on the picture.
The only difference between the 1st and second are that I made a new layer for the old time look by filling the layer with a color a captured from the original and set it to soft light.
