This was a toughie for me.
Started with a copy of the layer set to darkness blending, nudged it around to clear up a lot of the noise.
re-positioned the torn piece of photo and blended it in.
Masked out the clouds and tree in the background and replaced with a cloud filter, had i more time i would have replaced the tree.
Fixed lots of damage and anomalies with the clone stamp and heal brush.
finished with moving pieces of the wheel around with some distort and skew to fix the damage on that.
All round, i am pleased with the result.
