I actually desaturated this in Adobe Raw, and increased the contrast before taking it into photoshop. Then I masked the sky blurred it, and then applied motion blur to make the clouds look wispy(there was a lot of JPEG artifacts). The I used levels, and curves to increase the contrast along with the shadow and highlights command. A few blend modes later, and a blank overlay layer for burning and this is it.
