My first submission…..
First I did a Gaussian blur and took a snap shot. Then with the history brush I used lighten @ 10% and worked on facial tone. Next I did darken @ 10% to work on tone as well. Next used rubber stamp on lighten mode at an opacity of 60% to remove blemishes.
To get rid of the scan line I used the rubber stamp tool and filled it in.
For the background I used a mask to select the background and then used the 3 Steps to a Perfect Studio Backdrop tip that I found from Doug on the site to create the studio background.
For the blanket I took a pattern from one of my pictures and created a new layer and pasted it over the blanket – it is set as hue. Then with the rubber stamp tool I filled in the light areas on the left.
To create the soft effect I duplicated my layer, ran a high Gaussian blur and then set the mode to Screen and lowered the opacity. I also added another layer with a Gaussian blur and then added a layer mask. From there I used the gradient tool and set my focus to be on the little girl and blurred out the dog and blanket a bit.
Then for the frame…I flattened the entire image the duplicated it. My background color was set to black. On the top layer I used the selection tool and drew a reasonable frame, then deleted the inside area. On the bottom layer I did the reverse and wound up with the inner glow effect.

Very soft and delicate...I especially like your frame effect...goes well with the pic.

Very nice dreamy quality and I like the bluish color of the background. I think it really adds to the effect.
