My processes are always too complicated to keep track of, but basically, I created a new layer filled with #002961, in multiply mode. I created a mask using a graident. On the original layer I increased highlights, then applied the mask to the blue layer and merged layers. After this point, my actions were a series of darker and lighter layers, masking for highlights and darker sky areas. I burned the orange sunspots. Finally, I desaturated blue a little. Unfortunately the sky was overexposed to begin with, which made it obvious that the sky wasn't dark in the original photo.

Oh, I thought that the lighter area in the sky was where the moon was coming up...silly me! It's beautiful...
