Duplicate layer.
Adjust levels using curves for Black,white and grey.
Stamp the result to a new layer.
Add a gradient fill layer and fill the left side so that the right side darkens using soft light and 54% opacity(repeat 5 times).
Do a dust a scratches layer and use a mask to add noise.
USe history brush to spot out the main scratches and marks .
Stamp the result to a new layer and adjust the exposure.
Stamp result to a layer and use clone and paintbrush to retouch remaining flaws in picture.
Crop off the damaged border and use smart sharpen to make it a bit crisper.
