After loading my first attempt I noticed a few things that bothered me, so I had to go back and clean up. Thank you for the patience.
The heavy work of fixing all of the specks was done with the healing brush and the clone tool. In the channels palette I worked from the blue channel that provided a darker detail of the really light areas. After the repairs I utilized adjustment layers of levels, hue and saturation, and color balance to pull out the best detail.
Detail is lost on the subjects right shoulder and arm. I used the paint brush and clone tool to fill in details.
After this I used hue/saturation/colorize to create the color for the image. Using a vector mask I cleared away unneeded color. While the vector mask was selected I would use a light Gaussian blur to soften and blend the color edges.
