First time here, please be gentle!
Match color => Neutralize to remove pinkish overcast
Patch on cheek to remove larger pores
Clone 30% under her eyes and on the smile wrinkle to make it more subtle
Removed blue cast of eyes with hue/saturation
Ran Noise => Dust &Scratches for a preliminary blemish reduction
copy bg and screen 50%
airbrushed skin
lighten eyes with screen
even hair color with replace color
Here I cheated and used Imagenomics Portraiture Glamour, layered normal 60% :P
Dodge under eyes and on nose bridge
Contoured airbrushing on a toe darker than skin, then GB and layered 35%
Makeup: purple on the eye crest, gray under her eye, then GB and layered 75%, dodged highlights 10%
Changed hair color with replace color + hue sat (yep, on a purple mood)
Liquified a bit the lip and dodged highlights
Did a bit of color in the eyes
copy bg and then GB 50px, layered on color dodge 15%
copy gb and then GB 200px, layered soft light 50%
twiked contrast a bit
Flattened! :P

Hi Mary, Overall, the picture still looks dull so you can work on that. One issue is the hair seems to have a magenta cast and would be better going more brown. Keep it up, the fun is in the learning. After your think it is finished, go away from the computer for a while then come back. Our brains adjust to what we see and throw us off.
