I had a hard time with this, a really hard time. I'm not happy with it but wanted to share it anyway. I wasn't capable of making a realistic touch-up, so I did a sort of artistic one, which is not my style and I would never, ever do for someone who asked me to retouch their photo....I don't remember the exact order of my steps but I'll write it down to the best of my memory...
1) I clone-stamped the anomalies in her skin to try to smooth it out. The uneven skin was definitely to toughest part for me, it just didn't have enough consistency to grab pixels....I also applied a gaussian blur to the skin, and played with the levels - honestly just trying to blow it out so the unevenness wouldn't be as apparent. I fixed the eyebrows by liquifying and playing with the arch, then clone-stamping to fill it in and reshape. I reshaped the nose a little bit in liquify, also in liquify curved the eye up a bit to make it less sleepy. I used the dodge tool to brighten up the eyes and parts of the skin...used a black paintbrush and the burn tool to apply some 'eyeshadow' and 'liner'...and used a color layer to put some lip color....Also used a color layer to get the hair colour. Got rid of the arm just by using black paintbrush..
That's all I can think of!
