Well, this is what I did here:
Color correction, Hue/saturation, Levels, on face, eyes and hair separately.
Healing:- Low and High freq using gaussian blur and apply image. Healing on the apply image layer.
- Clone in an empty layer.
Inverted high pass to smooth the skin a little bit.
D&B everywhere.
Eyebrow shape: copy and paste, and liquify.
draw eyebrows on an empty layer. Gaussian blur and noise.
Gradient map for skin tone.
Lip Make up: New color layer set to overlay.
Eye make up: new layer painted blackand set to tone, a copy set to overlay, a copy set to color, hue/saturation layer set to colorize.
New layer to mask the background.

I like how this achieves the "Glamour" desired, yet retains a very natural look. Very nice work.
