Did some slight skin/hair/eyes tweaks with Portrait Professional. Opened the photo in PS to finish:
Lightened darkness under eyes, burned and dodged shadows and highlights to create more dynamics. Did some cleanup on the teeth, tucked in the canine that was protruding over lip.
Blurred the transition area and background to reduce the flyaways.
Did some color/contrast corrections using curves. Darkened the background.
