This is my first post in RetouchPRO and here is how I achieve this:
1. First of all I applied a curves adjustment layer.
2. Used Healing brush to remove the darker spots.
3. lots of Burn and Dodge with a decent brush size and exposure between 3% to 6%.
4. Clone stamp slightly not much with 30% opacity to fade out the pixels.
5. Burn and Dodge second pass with a decent brush size and exposure between 3% to 6%
6. Applied few adjustment layers Color balance, Channel Mixre, brightness and Contrast.
