In no particular order:

I used color range selections and curves to add some dimension to the face;

I dodged and burned with a soft light layer the outline of some key features of the face (nose, eyelid fold, eye whites, etc.);

I removed some of the deeper reds of the skin with a hue saturation layer;

I painted her irises with the red eye's opposing color to dull the red glow;

I painted in sweater contrast on a soft light layer;

I used curves in color mode to remove the yellow cast from the eyes and teeth;

I used curves in color mode to make the background a little less dingy;

I cloned out some of the fly-aways with the clone stamp on lighten mode; and finally,

I added some extra hair on the model's right by duplicating the layer and moving the entire new layer using the arrow keys. I then applied a conceal mask to that new layer and painted in white where I wanted the new hair to appear.
