On my second attempt to work with this challenge, I chose a slightly different tack. I cutout the background, created a new background, and dropped the cutout onto the background as a second layer, all using PSP7. Then, using Image Composer, I applied Impressionst filters: first, the Opaque Marker, after that, the Crushed Gum. Finally, to bring the top layer up off the background a bit, I applied a pink drop shadow. A busy piece, but I love the color!

I think you really captured the color and fun of Mardi Gras. Very colorful and I think it really draws you eyes.
