Used a mask to get rid of background.
Used Oval Selection to just select upper body
Created background with cloud filter
Fixed spot on forehead with rubber stamp and brush tools.
Touched up spots in hair
Used pictures of a couple books and replaced what she was holding with those.
Duplicated body layer and used brush tools with various samplings of facial color to smooth out picture grain. Changed opacity of the layer to blend better.
Created new layer on top, filled with white and created a reverse vignette look.
Duplicated white layer and used cloud filter again. Changed opacity to soften edges a bit more.

Great color. And the soft focus is good for a picture of a little girl. Reminds me of how you did the "girl and dog" picture. Adding the books makes it look sweet too...nice choice of titles! Do you have a little girl of your own by any chance?
