Run Vignette action Flatten Filter dust and scratches Use history brush on eyes, nose , mouth, buttons Lots of cloning and airbrush . Create button on lower right by cloning button on left Select face >blur some more > Bright/contrast adjustment Fill outer frame and use texturizer - canvas Fade this Flatten Still not happy with hair so Select hair >layer>curve>darken Flatten

You did a great job of cleaning him up and making him look presentable. This was a real difficult challenge but you did great with it. Nice job replacing his hair as well.
