This is a variation of a similar method I posted recently. Painter 8 and Phothshop 7 were used, along with the Microsoft Impressionist plugin.

On this one I used a Photocopy layer rendered in Photoshop for some additional edge definition.

Note: The Impressionist layer (near the bottom) has blend mode = Screen and Opacity = 70%. This was so some of the detail from the Background would show through.

I believe (hope) the Layers Palette snapshot will make sense, but don't hesitate to ask if you have questions.
