New to Painter but I made this up already...
Painter was set up for those (lucky :heul: ) people with a tablet, with the brushes responding to all sorts of input - pressure, angle, wheel etc.. etc..
But those of us still pushing around a bar of soap don't have to lose out on all the fun!
Take a clone brush and enter the Brush Creator (<ctrl><B>), go to Stroke Designer>Well and in the Resaturation put 50% and choose expression velocity. (which is about the only thing you can control with a mouse)
Try it out! - go fast and you smudge things around, go slow and you get the original. Gets pretty intuitve after a while.
