I first inspected the channels. In CYMK mode the yellow channel was the worst. In RGB the blue. The first thing I did was use the channel mixer. 86 red,54green, and -22 blue.

After that I used the healing brush, Patch tool and clone tools. I selected the portrait and then redid the backgroung using clouds and some noise.

This isn't completed incidentally but its a start.
