Here's a sullen looking picture of my mother when she was a child. The color of the clothes is pretty much what she remembers.
I am not too happy with the color of her skin though. I tried applying varying shades of color, still I couldn't get the color that looks "real".
Any help/suggestion on color and everything else would be appreciated.

I'm not going to be any help in your question though - The skin colour looks ok to me - though I suppose it partly depends on what you think the skin colour should be.
I have to agree with Caitlin. Also, I think "whities" don't have a terrific grasp for doing skin tones for asians. I liked your correction but offer up a slight darkening of Ctl- Alt ~ and some sharpening.

It looks like you've color the skin all one color, which no one's is. Take a look at some photographs of similar skin tones, and notice the subtle changes of color in the skin. Then apply those to yours.

Like the others, don't have too much to add on colour choice, but on my monitor it looked a touch too saturated, so I de-saturated the skin area by about -10.
