I'm going to be going through and redoing this image by hand but it seems a pain since all the irritating scratches are small and horizontal. Is there any techniques or software that would clean the scratches up.

in paint shop pro, you could use some of the noise reduction filters, like salt and pepper or texture preserving smooth. you might also try small scratch remover and despeckle, but i'd also be prepared for some lengthy clone/rebuild work. dont know what the equivalent tools are in photoshop.

As far as what I haved learned from this forum, and from Katrin Eismann's book "Photoshop Restoration and Retouching", the only real way to do this is buy hand; using the clone stamp tool, and healing brush.

well, i'm not using photoshop, but in looking at some of the tools that others use for this sort of thing, i'd say you're in the right ballpark.

you could also try polaroid's dust and scratch remover. it's done some good things for me.
