Here is a pic I would like to get some advice on. The part of the pic where the light is has proven to be difficult for me to work out. Any thoughts?

ouch. you've got two problems here, the light and the blur.

i think the first thing i'd do is simply tone down the lights with a fill. rather than use curves or levels, i think i'd just use the fill tool and tone them down that way.

for the blur you might try Unshake or FocusMagic. i think it's a bit too strong a blur for the normal paint program sharpens and unsharpen masks, but you could give them a shot first.

edit: oh, and if that 'Gwinnet Center' sign isnt that important, you might just crop the whole thing and remove all that white lettering.

I tend to agree with Craig. I'm not sure cropping the sign down will help much as it will just make the blurry figures stand out more. I tried a little Focus Magic as well as lifting some of the shadows and improving contrast. My workflow seems to introduce a lot of artifacts but perhaps working on a higher res it wouldn't be so obvious.
