just wondered if anyone knew a decent tutorial or Photoshop action to simplify an image to pop art like Julian Opie style http://www.artnet.com/ag/fineartthumbnails.asp?G=9&aid=12866

I like his style and wondered how to try and get that really simplified down look to portraits.

Philip, it looks like it would be easy to do in Painter, just trace and outline and fill it in lightly.

There's a Painter Tutorial here but it's for purchase only.

Something to try/experiment with...
1. Duplicate background
2. Apply Artistic > Cutout (experiment with the settings)
3. Layer > New Adjustment Layer > Posterize (experiment with the settings). Turn off this layer if it doesn't help.
4. Duplicate background again and drag to the top of the layer stack. Then start by changing the blend mode from Normal to Color. Try other blend modes.

If/when you get something that's close, you can merge the layers and further modify by painting or smudging.
